I think the Whore of Babylon IS the City. Or more precisely, the corruption of the Urban Civilizations from the beginning of time until now. Look at this:
'And the woman was clothed in purple and scarlet, and adorned with gold and precious stones and pearls, having in her hand a gold cup full of abominations and of the unclean things of her immorality, and upon her forehead a name was written, a mystery, "BABYLON THE GREAT, THE MOTHER OF HARLOTS AND OF THE ABOMINATIONS OF THE EARTH."
Remember Babylon is the region in which the first city-states (and pagan god-kings) arose.

NO........It basically said they were all sinful as a whole.
But if you read between the lines, women were subservient at the time, so therefore their doom was sealed by the men.
A man can be a whore was well as a women. The point is, the men where in control then. If a women was a whore, it was because a man made her so.
