I would imagine that the US and Mexico have some arrangement of extradition. Of course you would have to prove that this person did commit a murder, the police just don't go around picking people up just on someones say so. If you are sure of your facts then you need to contact your local sheriff's department and let them know.

I would contact the local FBI office. If you try to report this to local law enforcement they may give you the brush because they won't know who to take it to from there.

The person receiving the information at the FBI must make a note of the call for the information to be tracked from that point on. That way you can be assured someone will look into it and get the information where it is needed.

Contact the Police Dpartment, and request to speak to a Homicide detective. Have as much information as possible. They should contact the authorities in Mexico, and see what the status is on this individual.

Yes, if a Mexican arrest warrant is in place. The U.S. and Mexico have a bilateral extradition treaty except in cases of U.S. citizens in Mexico who would face a death penalty if returned to the U.S.. If no such warrant exists, there's nothing U.S. law enforcement can do.

Call the police. The question would be once he is in custody if the MExican authorities would extradite.

THEY HAVE NO JURISDICTION TO ARREST ON THE MURDER CHARGE BUT IF HE IS ILLEGAL OR IF HE IS WANTED IN MEXICO THEY CAN ARREST HIM AND DEPORT HIM BACK TO MEXICO WHERE HE CAN FACE THE CHARGES IF THEY ARE PENDING.

OR HANDLE THE DUDE YOURSELF HE WON'T BE MISSED.
