Yeah, it's normal. That's kind of a strange comfort object, and it basically demands that he fall asleep in someone's arms, though. Try introducing a soft blanket or a stuffed animal. My son loved his racoon's washing-instructions tag. He rubbed it until it was just fibers. Poor racoon has no butt hair left.
If those other things don't work, have you tried to get him to hold his own ear?
I'm sure it's just fine the way he is right now, but you can try my suggestions if you want it to change.

It's the contact he likes. If a small blanket or towel was on the shoulder of the person holding him, his fingers could be transferred to that, and gradually he might transfer his attachment. My son had his own special towel which he took everywhere with him, and he grew up fine. Your brother might even be happy to hold on to someone's finger instead of their ear, but a little towel or comfort blanket is a lot easier to carry around

I have seen alot of babies that do this. Sometimes it's someone elses ear or their own. It's a comfort thing and is perfectly normal.

It probably is. Is he a thumb sucker? It seems as though thumb suckers have to hold something in one hand while sucking the thumb on their other hand....at least that's how my kids were. My daughter would actually pull some of her hair out and hold it in her hand and go to sleep.........weird, huh?
P.S.....don't worry, she outgrew it and is not bald!

Kids do the strangest things when they're little! It's not "normal" but it's nothing to worry about. Most kids do have little weird quirks about them.

My son used to rub people's elbows when he was tired. He grew out of it around age 4.
