She is around 5'3 5'4 and weight 118-122. Is this average or overweight?

People call her fat alot as well so thats why im asking she has lot about 15 pounds in the last year.

the body fat % determines if one is fat or not, the height and total body weight are irrelevant. a person can be petite with low body weight and a very high percentage of body fat if there is not much muscle on the frame.
just because a person is light on the scale does not mean that they are healthy. the total body weight is only one of many indicators of the current state of the body and it's ability to metabolize nutrients.

I would say it's normal. I'm 5' and weigh 175 lbs. I know I'm overweight.
