Hallucinations are a symptom of some psychoses but they are also a normal phenomenon in many people. The brain generates hallucinations all the time which we label dreams. At some times in some circumstances people can have what are termed "waking dreams" which are, in essence, an hallucination overlaid on the real world.
Demons, angels, aliens, spirits, fairies, gnomes, and all sorts of visions can fall into this category.
There is also the case of mistaken identity. If a wolf becomes a werewolf or a bear becomes Big Foot or a balloon becomes a UFO, it is because people can mislabel things that they don't see clearly.
Many demon and angel sightings fall into this category as well.

Sometimes they are, but mostly they are good people that are trying so hard to get a holy connection, that their minds manufacture one. And they give that 'vision', 'experience' or 'hallucination' meaning and create a stronger belief around it.
You can't really blame them, because for their entire lives they have been taught that they must forge a relationship with God, and after years of not being able to pull it off, some people's minds create it to alleviate stress. It is a natural defense to a very harmful situation.
