When getting your permit, no road course is required. If you take a sponsored driving class(you have an instructor, licensed by the state), you can receive a waiver. If your learning to drive on your own with instruction from someone else, yes you will have to take the road test.

The permit is to allow you to practice driving so you can take the driving test. It is written. When getting your license, there is also a road driving test.
