Those are Orthodox Jews.

Levitical law forbids "trimming the corners of your beards as the pagans do." Apparently, what you're seeing is the result of a few thousand years worth of rabbis arguing about exactly *where* the "corners" are. :-)

You should research more and not insult people. No Jewish man would be reading the Koran, which is the book for Islam.
They would be reading the Torah, if anything.
And the ringlets are because there is instruction that they do not cut or shave the temples but let the hair grow. It's formed into rings simply to keep it out of the way.
