Some more information would be helpful. (Year, make, model, engine, transmission type)

Please ask your question again (it is doubtful that I will look here after answering) and give the above information, plus tell us what the problem is. Right now I can not tell from your question.

Depending on year model, if it shifts 1-2, the ECU is in the limp home mode and has failed. If it stays in 2 all the time and it is an electronic controlled transmission, a shift solenoid is stuck. If not an electronic model, the valve body shifter or the kickdown piston is stuck.
Before you spend a fortune for a rebuilt transmission, get a good additive that will unstick the sticky parts, run it awhile and then change the fluid and filter and adjust the bands.
If that don't work, you are in for a big bill.

Depending on what year of car and how many miles on it will help to tell you what's wrong. If there's a LOT of miles, i.e. over 75000 miles, could simply need transmission filter(s)/fluid changed...probably around $80 depending on where you are. You could have a vacuum leak. If it's an electronic transmission, obviously it's not a vacuum leak.

Does it hesitate when shifting at all, does it smell funny (burnt)?

You may just have to break down and take it to a shop to get looked at.

Do need more information, but if it is a late model, it is going into fail safe mode due to a sensor problem. Probably is NOT a big deal, but do service an automatic regularly. I usually change fluid around 20,000 miles in hot city driving.
You need to see a GOOD transmission shop or dealer..but if it is late enough, call Auto Zone and let them hook up computer reader for free and it might be able to see what is wrong and get the sensor there.

Change the speed sensors, they are prone to fail and cause the vehicle to be stuck in 2nd gear.

call a local transmission shop, ask for a service man, they can tell you what could be causeing it and give you an estimate preferably a family or localy owned one, not a chain.

If it's a stick shift, I'd say your clutch.

If it's an auto, I'd say your torque converter.


Honestly, we really need to hear a little more about what's going on.
