Depends on where you live. AT&T, in the northwest suburbs of Chicago, has a $10 package. It's a basic phone line. It doesn't come with a certain amount of call packages or any line backer services. Just a line that makes calls in and out. But you have to have ATT in your area. Check out availability at www.att.com

most anyplace u are, if u have a high speed internet connection u can get voip for under $10.
otherwise it is area dependent and u just have to search
