Could it be because that your headlights are on high beam? Or is it becasue your headlights are mis-aligned and you are blinding them?
That's the only reason I can think of.

Because your probably driving 40 mph in the left hand lane while you should be in the far right hand lane. Some head light's are brighter then other's

Cop ahead and they're warning you of it.
You're driving stupidly.
Your hi-beams are on and blinding them.
Your lights aren't on and they should be.
If they're behind you, you're in the fast lane going slow.
