Remove seeds and membrane. Combine ground beef, onion, rice, 2 Tbsp. catsup, 1/2 tsp. oregano, salt and pepper, mixing lightly but thoroughly. Spoon an equal amount of meat mixture into each bell pepper. Place in 8 inch square baking dish. Combine tomatoes, remaining catsup and remaining oregano. Pour over stuffed peppers. Cover baking dish tightly with foil. Bake in 350 degree F oven for 1 1/2 hours.

Well, i personally hate green peppers, but my mom's makes this sabji all the time.
You chop the green peppers, and chop some potatoes, then you put them in the pan.
Then you add the masalas you want.
I'm not sure which ones she adds, but it's a pretty easy recipe, with loads of options.
I hope i helped!

there are two ways:
1. with potatos: boil the potatos, meanwhile cut thin pieces of capcicum & onions separately. Then put pan on gas, pore some refined oil in it,fry the onions in it. when they get light red put tomato pieces or purie.mix the peeled & small piece of mashed potatos, add salt, turmeric, chilli in it. when they get hot & mixed up put capcicum in it. cook for few minutes . it will be of natural green colour.
