the problem may be your lower body, i used to have the same problem, but i added some tougher exercises including squats and deadlifts and cut out arm workouts altogether and noticed some sick size along with increased poundages in the lifts, since squating recruits more muscle fibers and triggers a tougher cns response, if you add some heavy squats and deadlifts you'll notice lifting even heavier weights, and since your 16 there's like another 10 years you have to grow, i'm 21 almost and still know that i've got some years to add size on, just stay consistent with your training vary a few things here and there shock your body using different techniques like supersets and tempo changes and should work. hope this helps.

Your weights could be too small and your reps too many. I am not an athlete, instructor nor do I play one one tv. But I read about this subject a lot ( just in case I should suddenly become a super hero or something ). But seriously, I would use heavier weights, lift at a slower rate but with fewer reps. I am sure there will be better answers but that is mine. Good Luck.

if you are training regularly and there is muscle growth in some areas and not in others then the problem lies in your training and/or recovery of those lagging body parts.

if there is no muscle growth anywhere then most likely your caloric intake is insufficient or you are not consuming enough of the right nutrients
