I would like to donate some puppies to either a police unit and/or to some type of helper dog group. How would I so this? Who would I contact?

I'm not dumping the puppies. I would like to see everyone of them go to loving homes. That said, I would also like to see them help as many people as possible. The mom is getting fixed as soon as possible. I just want to know that she has help take down people like those who would have tried to fight her.

Don't take them to a shelter, they may put them to sleep. There are many people that they can assist.

There are a handfull of dogs that I have donated to K9 units. If you are willing to keep the pup, train it in obedience and tracking, start bite work training, get all of its shots, Pre-lim its hips and elbows, get its eyes cerf'd. Also, get spine x-rayed as well. This pup will need to be trained by YOU for up to 18 months. You would need to be willing to put a few thousand dollars into the dog as well, then you might, I mean might be able to find a unit that will accept a donation. Do you really think that you can donate pups for K9 work??? Think again. Do you even know how to evaluate a pup for bite work?

Years ago I was fostering and trying to rehome a beautiful Shepherd/Husky mix and one of the places I asked was my local police department. They were very interested in the dog and asked to see her papers. Papers? She was a mutt- yeah, a 90 lb obediance trained mutt that looked exactly like a black Shepherd- but a mutt. End of story. The PD in my home town would only work with registered, purebred dogs. Maybe it's a liability issue- they only want animals whose backgrounds they can verify.
PS: Ended up finding a GREAT home with 2 chubby dog lovers who wanted a jogging companion : )

Police and military dogs undergo very rigorous health/temperament/intelligence screenings. Indeed only one of several hundred puppies makes the cut.
That said, consider concentrating on the private service dogs - Check the web for assistance dogs for physically and mentally challenged people.
Consider contacting your state's bureau of prisons - for institutions and organizations that offer inmate training programs - where unwanted dogs are turned into useful citizens and helper dogs.
Remember too, these dogs will undergo a rigorous set of testing too.

There is no group that just takes puppies for police training or therapy work. Police dogs are specially bred for this work - with the majority of them coming from breeders in Germany that choose dogs carefully for their suitability for the work.
Certain therapy dogs are bred for the work too or are trained by an organization that selects them specifically for the job. They don't take dog donations.
If you have puppies, go to www.petfinder.com and find a local shelter to relinquish to. Look up the ones in your area and ask about relinquishment, adoption and euthanasia policies and choose one you feel comfortable with. Puppies usually get adopted fast.

It will be hard to do that. Police dogs have to meet requirements; often police departments either breed their own dogs, buy from breeders, or adopt a reliable-looking dog from the shelter.

Usually these groups get their dogs from carefully selected breeders, or breed their own. They want dogs that have been specifically bred for performance, not random-bred animals. Even with the specially bred dogs, many don't make the cut.

Dumping your foolish mistake for someone else to deal with is not "DONATING"
I HATE when people call saying they want to donate an animal. It has to be the most stupid thing someone could say to me.
Contact the local shelter.
