So to answer your initial question - no the atheists arent slowing things down at all. They are just fence sitting until they see the proof they need that there really is a higher power. Unfortunately when the rapture does occure and the Beast is unleashed many of these people will follow him because of the physical manifestations of his power. So pray for your Atheist friends and stop blaming them for something that they dont control. If you want to speed up the return of Christ go to school and become a missionary.

Lets get one thing straight, God did not create atheists. God created man in his image, to be pure and holy but he also gave us free will. When Adam and Eve ate the forbidden fruit, yeah they were tempted by the devil but it was their free will that allowed them to eat it. That is the same as Atheism. God gave us all a free will to be pure and holy but the devil will come along and tempt us, feeding us the forbidden fruit of doubt that there is a God. It is up to us to believe that God is real and to accept him. Those who don't believe, lets just say, ate that fruit and are on their way back for seconds.
