Okay, there are several possible reasons for this. One possibility is that you are allergic to the soap and/or body wash you are using. This is especially likely if you are using a product with cologne in it. You could also be allergic to the detergent or fabric softener used on your towels, even if it is the same product you have always used. People often contract sudden allergies to products they've used for years, and often on only one area of their body. It's called contact dermatitis. (In addition to the possibility of an allergy, bar soap in general can be very pore-clogging.)
Therefore, the first thing I would do is try switching up your cleanser to a gentle body wash with no fragrance additives, plant oils, or other irritants (the only specific good ones I know of are Ivory Aloe Moisturizing Body Wash and Olay Body Body Wash Plus Creme Ribbons, but I'm sure there are others), and either changing detergents or patting that area dry with soft paper towels instead of using your cloth towel. Give that a week or two and see if it clears up.
Now, if it turns out that this is NOT an allergic reaction or a simple matter of using the right body wash (which is possible, especially if you are a teenager, because hormone fluctuations cause acne in random places), you'll need to try to heal the acne. This can get expensive, since you will need enough product to cover your shoulders and back, so I would try to stick to the following inexpensive (but highly effective) products.
First of all, you'll want a BHA product to exfoliate your pores GENTLY. The cheapest and best non-irritating ones I know of are Clearasil Acne Fighting Facial Moisturizers ($3.99) and Neutrogena Rapid Clear Acne Defense Face Lotion ($7.99). You'll also need a topical disinfectant to kill the bacteria causing the acne. You can either use the stronger (10% benzoyl peroxide) Clean & Clear Persa-Gel 10 ($4.99), or the more gentle but also more expensive per-ounce Neutrogena On-the-Spot Acne Treatment Vanishing Formula 2.5% Benzoyl Peroxide ($6.75). However, you can't just dab this on the pimples. For the acne to disappear, you would have to cover the whole surface of the broken out area, which is what makes it a pretty expensive option.
Good luck!
NOTE: According to skin care experts, Vitamin A does not work on acne. In addition the "skin care consultant" who said that you should scrub with a loofah and let the sun hit your shoulders before putting on an SPF must have missed every skin care study ever done! A loofah will further irritate your skin, and letting the sun hit your shoulders without an SPF is the quickest route to skin cancer!

I had this same problem also. It's really simple. Go to your nearest drugstore and look for a Acne Clearing Body Wash. Body acne is a very popular problem. But use it in moderation. If you notice that using the product everyday dries your sking out then try using it every other day instead. If this doesn't work then I would make an appointment to see a dermatologist in your area. Depending on how long you have had this problem I am sure it has a lot to do with the summer heat and increase in sweating and body oil that we produce in the summer. Perfumes and fragrances that are put in a lot of the soaps and body washes also cause body breakouts. There may be other acne body wash products out there, but I am only familiar with Neutrogena. You may want to try www.drugstore.com for more options. I hope this advice, product, and everything else works out for you.

NATURAL ACNE PROTOCOL
1/ Never, ever touch your face.
2/ Use 3 facecloths to wash your face, one to soap on, one to soap off with very hot water, one to rinse off with ice cold water, in that order, once a day.
3/ If you are under 18 take 5,000 IU of vitamin A once a day with a full meal
4/ If you are over 18 take 5,000 IU of vitamin A twice a day with a full meal.
Do not get pregnant while taking vitamin A. Do not take any more, like Accutane, it will stop you growing.
5/ Never, ever. pick, squeeze or pop your spot. Read number 1 again.
6/ Do this for 90 days.
7/ Invest in a brand new pillow and 2 new or more pillow cases to double bag' your pillow. HOT wash every couple of days.

A bit of advice given to me as a teenager, a bit of science as I am studying allergic reactions and vitamin A is a part of that. A bit of research: I sat in a lecture at the back and watched the acne prone pick at their faces, those with the worse acne touched their faces 32 times in an hour, the clearest complexions didn't touch their faces even once. I have circumstantial evidence that acne is the result of dermatophyte transfer from hands to face...where it does not get washed off and is well fed by hormones, sweat a
nd oil...just a hypothesis... But it would explain why vitamin A is so effective as vitamin causes skin to remove dermatophytes.
The secret is never to touch the spots
Tips on how to treat acne and achieve perfect clear skin in as little as 7 days?

Tons of information here at site below
Vitamin A –A safe and effective recommendation for vitamin A in the treatment of acne is less than 25,000 I.U. per day. Beta-carotene may be taken in large doses (25,000 to 300,000 I.U.) without toxicity. Vitamin E and zinc are important to the proper function of vitamin A. Although high-dose therapy of vitamin A may be useful for the treatment of acne, a physician should closely monitor the therapy (unless it is from beta-carotene).

For body acne I use Neutrogena acne body wash I never break out on my body. It gets 110 in summer so sweat in inevitably, yet I never break out. Give it a try. All of it is cheap too. Good luck!

It probably just clogged pores...probably a cause of not being able to clean back there as well as needed. Get some sea breeze and have someone help you scrub your back with it. You will notice as to how dirty it actually gets back there and how hard it is for us to clean it ourselves. This should be able to clear it up in a day or two. Hope this helps.

You actally have blemishes on your back. They are like the ance you get on your face, too. Try using Pro-active. And if that doesn't work, ask an doctor for help to see what would work best on your back.
