Paintshop pro 9?

I'm wanting to do something like this with photo's

turning a feature in the picture coloured while putting the rest in black and white
I wondered if i could do it with paintshop pro 9 and how?
if not what other programs could i download or buy

Yes, you can use Paint Shop Pro 9 for those kinds of effects- here's an old tutorial from Paint Shop Pro 7, and another from PSP 9...

Basically you just sumperimpose B&W and Color versions of the same photo as layers, then paint over the areas in black that you want to show through.
