I am allergic to dust mites which would include bedbugs so need to know whether lower temperature would work. 40 degrees is recommended, seems low to me.

But why not wash the sheets at a higher temperature unless they are non-cotton? and if you must use low temperature, may be you should add some disinfectant to the wash load.

40 degree's should be plenty.

Tips for Success
- Keep house well ventilated, cooler and dry.
- Where possible, remove all carpets and replace them with tile or wood floors.
- Curtains, pelmets and venetian blinds are dust magnets. Replace with roller blinds or washable curtains.
- Mattresses, duvets and pillows should be covered with dust mite proof covers.
- Wash all items possible, including soft toys. Toys that cannot be washed should be put in the freezer once a month for 24 hours in a plastic bag.
- Damp dust picture frames, shelves, house plants regularly.
- Regularly vacuum the house including all soft furnishings, with a HEPA vacuum or central vacuum system.
- Up to 50% of all household dust can be found on shelves. Replace with glass display cases, boxes and cupboards.
- Shower and shampoo before bedtime to wash off shedded skin and dandruff.
- Liquid nitrogen can be applied to mattresses and upholstered furniture by a specialist. The dead mites and their droppings must be removed by vacuuming.

I always wash my sheets at 60 degrees. This makes sure all the bugs are killed. It is also a good thing to wash tea towels and bath towels at this temp to make sure all the nasties are got rid off.

Putting your sheets in the freezer overnight after you've washed and dried them will make sure all the mites are mighty dead.
