As good as your intentions are, you are opening a can of worms that you probably should stay away from. As an auditor for the state that I live in, I can tell you first hand, that there are a bunch of people in jail cells today, that started off with good intentions.
For example...The suggestion is made that you set up a bank account for the child or in the child's name for funeral expenses. As the person doing this, you would put yourself in the position of being responsible for it. Since you are a person and NOT a Non-profit organization, any money that you collected would be taxable to the state and federal government. You would have to keep detailed records of who donated and how much each person donated. You would have to remit the appropriate taxes and complete the required paperwork. You would have to inform all potential donors that you are NOT a not for profit organization, because most people who donate money to a cause, expect to write off those amounts on their tax returns. Since you are not a "not for profit" organization, you leave yourself open to being sued by anyone who donated money to you, who thought that you were in fact a not for profit organization.
Then, most banks would hold you responsible to pay any and all fees that are generated through that account. They would send you the 1099 at the end of the year, and you would be the one responsible for paying taxes on the interest received on that account. There is a bunch more, but my fingers are getting tired, so, my suggestion to you, is to pray for the girl, and hope that she's in a better place, and leave it at that.

I'm not a believer in spending good money to bury someone. She's gone and really you aren't honoring her by buying a fancy coffin when that money can go someplace and do some good in her honor. Instead of looking for funding, why don't you get yourself involved in her name in something related to kids other than foster care. A hot line for parents on the edge, parental skills for kids who are having kids, something where you can honor her with something tangible rather than something no one gets any benefit from.

I'm sorry for your loss and I'm sorry this little girl has become a statistic for all that is wrong with people reproducing with no regard for the outcome.
