According to textbooks, yes. But I think most aerodynamicists will tell you that the Bernoulli principle is usually misapplied to open flow problems. In fact, while many textbooks cite the Bernoulli principle to explain how an airfoil produces lift, this explanation is just plain wrong. If one used the Bernoulli principle to integrate pressure around the airfoil, the net force on the wing will be identically equal to zero. No lift! Actually, the top surface of a wing is curved to prevent flow separation. The curve itself doesn't generate lift, but the lack of flow separation does increase lift. Think of the little toy balsa wood airplanes -- they have perfectly flat wings, yet they fly! How? The Bernoulli principle would not seem to predict this.

Anyhow, if you're asking this question because of a homework problem, I suspect the "correct" answer is yes and yes, but the actual answer is "no, it's much more complex than that".

Yes. Down-force is just lift turned upside down, and aerodynamic lift is caused by practical application of the Bernoulli principle.

If you analyze the Bernoulli principle far enough, you'll see that it is a specialized case of the third law of motion acting in microscopic detail (acting on individual air molecules, that is).
