report the noisy neighbors to the housing authority and tell them the landlord does nothing and they will fine the landlord most likely ,I feel for you cause I used to live in a noisy complex as well and the landlord was a slum lord . Luckily my husband and I bought a house and now we are happy we live in a nice and quiet neighborhood .

Here is another way to handle it....

Call the police and give them an anonymous tip that there's drug dealing going on upstairs~ if the couple upstairs have kids, give that info to the cops as well. If they are doing something illegal up there ~ chances are that they will move or settle down, after a visit from the police.

Got a tape recorder? you could also tape the disturbance one night, then call the police and file a "disturbing the police" complaint. If the cops in your town are good eggs ~ you can ask them to please contact the owner of the building as well. Most property owners are interested in keeping tenants ~ and a disturbance like this leads to regular vacancies.

Of course, everyone in the apartment building will know that you are the ones who have signed the complaint....but if you are really keen on staying there, then this is what needs to be done.

Document, document, document! And if I didn't say it before, document! Consult a lawyer in your area that specializes in landlord/tenant law. You may be able to withhold rent until this situation is resolved. But you must do it correctly, or face a fair and just eviction. If this is a corporate landlord, contact the parent company (its name and location are a matter of public record, ask a lawyer about the source of this information in your area) and give the company a chance to solve the problem without litigation. This fares better for you in court that you gave them this chance.
Other actions, such as calling the police or banging on the cieling will do nothing but foster resentment with them towards you and yours, and they may seek revenge. And they will prove useless in the long run. In that agitated state, the police may even seek to arrest you!
Making a complaint against the landlord's business license (not BBB, their license to do business issued by the state) can be effective, but it can also backfire if your landlord's agent is revenge-minded. Its always best to just sic the lawyer on them. Costs can be recovered from the landlord if you are successful in your action.

Well here are some suggestions:

(1) Call the police, and have them arrested for possession of Mary & Jehovah's.
(2) Unless you are into the Mary & Jehovah's with them and got from them before, then cops are out of the questions. Then I would actually get a dog that is trained and have it sit outside their door and attack them when they come out.
(3) Another idea would be making a pie and put rat poison in it and poison them....nah that's just a joke!!!
(4) Just move if you can..

I would find something that makes a lot of white noise (a fan, the TV on a fuzzy channel, something like that) because chances are pretty good their aren't going to change.
