And yes, of course they've managed to blame England's recent rain on global warming. Just like they've managed to blame Australia's coldest winter on record on global warming. It is now official, it doesn't matter if it is hot or cold, raining or sunny, it's all global warming.

Probably raised awareness but doesn't seem to have had a great deal of impact, I've not come across many people who said they were influenced by it one way or another.

Complicated, UK weather always is. In recent decades there has been a very significant increase in the number of adverse weather events and the current flooding may well have been exacerbated by global warming. One of the consequences of a warmer planet is greater evapouration from the seas and oceans leading to greater rainfall.

As temperatures have been rising so too has average global rainfall - not everywhere and not always in the same places. However, it's not possible to blame any one event on global warming but the trends in the UK and around the world are indicative of what would be expected.

Recent UK weather has been unprecedented breaking record after record but an important contributor is the Jet Stream. This summer the Jet Stream is lying further south than normal, ordinarily it would be passing between Scotland and Iceland but currently it's across Wales, Central England, across the North Sea and into Denmark and southern Scandinavia.

The Jet Stream brings cyclonic weather from the Atlantic and associated with this is above average rainfall. Further, it acts as a barrier to the high pressure that normally moves up from Southern Europe bringing with it warmer and sunnier weather.

Because the Jet Stream doesn't move quickly it's likely that the remainder of the summer won't be much to write home about. Time to start looking at last minute holidays abroad.

The United Kingdon is a signatory to an international treaty called the "Kyoto Protocol" to reduce carbond dioxide emmissions. Currently Brittan is "on course" to meeting thier reduction goals under Kyoto, however in order to meet thier treaty obligations, the UK will need to enact more stringent measures which is why in March 2007 the Environemntal Minister proposed the bill you're asking about.

Prime Minister Brown is on record as taking climate change very seriously. With regard to the recent flooding in England, the UK Environment Minister said: The scientific consensus was that the climate was changing, adding: "The world is going to have to come to terms, so the scientists are telling us, with more extreme weather events and that's why we need to anticipate them and try and plan for them."
