Look, I am in the military, so here is the correct answer.
A commissioned officer is a guy who went to college, then joined the army as an officer (i.e. higher pay, Lieutenant, Captain, Major, Lieutenant Colonel, Colonel, General)
A non-commissioned officer (NCO) is the guy who joined the army straight out of high-school. usually he/she is 18 when joining. you start out as a Private, then Private First Class, then Specialist. Usually you make Specialist around 20 years old. At that point, if you want to stay in the military, you accept more training and become a Sergeant. That officially makes you an NCO. Then you get promoted to Staff Sergeant, Sergeant First Class, Master Sergeant, and eventually Sergeant Major.
Pay-wise, officers (commisioned officers) get more $$ and do less work, but get stuck with the big decisions (i.e. who has the dangerous job today?)
NCO's (non-commissioned officers) definitely do more work, get less pay, but are known as "the backbone of the army" because they make **** happen.

A non commissioned officer is enlisted, and is subordinate to a commissioned officer. A commissioned officer receives a commission from the President. Each time an officer is promoted they receive a new commission from the President. Although most do, it is not mandatory to have a college degree to be a commissioned officer.

There are many, but essentially non-commissioned officers are enlisted into the military by a commissioned officer. Commissioned officers are appointed by congress. They have different contracts if you will. Beside that, commissioned officers tend to get more theoretical training in the science of war - they read Sun Tsu in other words. For this the commissioned officer is given more respect in the way of salutes from enlisted and higher pay. But they are also are given much greater responsibility. So in the end, the Commissioned officer is given responsibility to decide how the mission will be accomplished - the architect.
The non-commissioned officer manages and trains the enlisted men assigned to him/her - the foreman.
The private, etc. actually does the work.
