I will answer your question first: this could be nasal drainage from sinuses or just a bad habit, the sinuses are still maturing and maybe some drainage.
It could be a asthma starting, have the child checked for this, there seems to be a lot of children now days with asthma's.
There are several different type of throat problems that can cause this from mild to serious. Like the food going into the wrong channel all the time or partly. This causes coughing while eating.
A doctor should look at this problem and make a diagnosis about it.

A cough without a cold in adults could mean asthma so I guess it could present the same in children. Your doctor would be able to get him tested to find out for sure. I hope its not, good luck to your child.

Until Doctor advise something. Take a teaspoon of pure honey mix some black pepper powder mix that and give the kid when ever he / she has cough. it will give an immediate relief.
