I'm reserving a flight that lands in JFK on a weekday morning, and I need to go to Brooklyn. Might take a shuttle. Does it matter if I land around 6am or 8am?

In other words, how bad is rush hour around ridgewood or the 495 and all that? I'm from L.A. so I'm extra-cautious :-)

The time that you get in will make a significant difference because NYC cab fares combine time and distance in the calculations, so sitting in traffic =$$$$$
If you get in at 6:00 AM traffic will not be a problem by 6: 30 AM it will start to be and so on
If your actual destination is Ridgewood Queens/ Brooklyn then it is most easily reached from JFK by using only local streets . Expressways /Parkways / Freeways shouldn't even part of the directions picture from JFK to Ridgewood.

I would land at 6AM only because the Van Wyck and 495 get very congested around 8AM with rush hour, the Van Wyck and Belt Pkwy, especially, and it's almost a straight shot on the Belt into Bklyn. You can take local streets into Ridgewood via Atlantic Ave. Ask the cab driver first to see if he knows the route.

No, sorry, but you do NOT have enough time to go to the Statue Of Liberty from JFK and back in that 10 hours, especially when you consider that you'll have to be back for your international flight, like, 3 hours before departure, which means you really only have, like, 7 hours, not 10!

It makes LA traffic look good. If you're going to downtown Brooklyn you may want to take the Long Island Rail Road into the Atlantic Center and then a short trip into "downtown". It would save you all kinds of time.

The Belt is less congested than the LIE still that's like comparing a snail to a worm in a footrace.

Traffic is like murder - why dont you just take a chopper into town? Much faster and great view!
