You can choose to file a joint return IF your spouse agrees to have her world-wide income subject to US tax. See IRS Pub 519, chapter 1 http://www.irs.gov/pub/irs-pdf/p519.pdf for the filing requirements as they are a bit complex. You will need to attach a joint statement to every joint return, signed by both of you, agreeing to have your spouse's world-wide income subject to US tax. You will also need to attach Form W-7 http://www.irs.gov/pub/irs-pdf/fw7.pdf to the first joint return to apply for an Individual Taxpayer ID Number (ITIN) for your spouse. Send that return to the Austin, TX service center, NOT the address listed on the Form W-7.

You can only claim exemptions for your children (regardless of how you file) if they are either US citizens, US residents, or residents of Canada or Mexico.
