IAW AR 601-210,
(2) Disqualification of applicants due to RE codes.
(a) Inform applicant that an RE code is not upgraded unless it was administratively incorrect when originally issued.
(b) Depending on the disqualification, a waiver may or may not be authorized.
(c) Depending on the needs of the Army, waivers may not be considered even though the disqualification could be waived. In these cases, applicants should be informed to contact recruiters periodically to see if waiver applications are being considered.
(d) Advise applicants whose previous separation may require a 2-year waiting period in accordance with chapter 4.
4–16. Reentry eligibility code
Any RE Code that is disqualifying for reasons not otherwise listed in this AR will require a waiver to be submitted in the same manner as those listed under paragraph 4–13. The approval authorities will be the CG, HRC for enlistment into the RA, and the CG, HRC—St. Louis for enlistment in the AR. Documentation will also be the same as that listed in paragraph 4–13g.

RE-4B means that they blew it. A BCD is one step up (and a small step at that) from a Dishonorable Discharge. Your boy must have been a grade A F***-Up to get one of those. The military wants nothing to do with them EVER again. The only way he could get back in is if Chinese tanks or Al-Queda insurgents were literally rolling down Pennsylvania Avenue on their way to the Capitol Building, and even then, it would be tough.

Sounds like this person with the Bad Conduct Discharge had his/her opportunity and blew it, it's probably time for them to move on and look for other areas in which to serve. I've never heard of someone coming back after getting the "Big Chicken Dinner" It's not the end of the world for this person, it just didn't work out in this area. There are plenty of successful people who bombed out of the service, the important this is to know that you faile and move on from there, a little wiser and humble.

National Guard ONLY. with a RE4, no other Branch, Active or reserves , will take them. and depending on the reason, longer than six months before they can try for a waiver.
