Depends which country you want to visit.
You can apply for it usually during business hours but I am not too sure if it will be ready by the 1st of August (since you've only left about 4 working days depending on where you are) and especially considering you haven't listed where you are from and what country you want to visit. If you want to you can try, visit the embassy's website to see what you need and fill out the paperwork beforehand and go to the embassy in person and request it.
Make sure you actually need a visa to go to that country in question. Some people may find that they do not require it.
