if you are charging people to use your computer then no you can't stop them, unless it is an illegal download. (pirating) in that case "yes" you can stop them, just go into IE or Firefox and block the websites if you know which sites they are visiting,
plus you are liable for prosecution and heavy finds if they are downloading pirated software, music, and movies, after all it is your computer and you are responsible for what happens on your computer system

The Easiest solution is that create a user (Say browseUser) in all the system with restriction from installing new software, uninstalling s/ws, access / delete system files.
You have this special permission setting in Windows and most other OS.
Everything solved.
But you make sure that you allow them browse only with that user name(Say browseUser).
But from virus - One and only solution that too for a system in live net : Antivirus .

Open your browser, click tools > Internet Options > Click Security Tab > Click custom level > browse down until you see the Downloads then disable them. Though if your customer knows how to go around the browser, this won't be effective co'z they will just turn it back to enable. try using 3rd-party programs. For cheaper alternative try the above mention and partner it using spybot S&D there is an option that can disable the settings of your browser. =)

Install a firewall and set rules as to which file formats your users can download.Downloading any exe's,swf,dll's,docs,xls etc can introduce viruses.If you are too cautious about security,try openbsd,A freely available operating system with utmost security.No antivirus and stuff needed on it.Also every application available on WIndows has a counterpart on OpenBSD / Linux.

Get some antivirus. The best one I recommend would be Norton. That will address all you virus issue.s however if you are planning to install antivirus not on to the network but on individual workstation, I would recommend qod of quickheal

Udate your antivirus and scan your coputer in safe mode. After you remove virus, I recommend you use firefox browser. It is safer than IE. It can prevent viruses such as worm,trojan and etc. The newest official edition of firefox can be downloaded from http://www.mollzia.com

yes you have some network and system administration software that help you to stop your costumer from downloading.get those software.
if your os is win xp the you can also restrict your costumer from saving the file on your computer hard disk.if you do so you stop the downloads.

instaling a firewall can resolve this problem. if u r too cautios about the securtiy, you can try using some freewares available from the net. if u are using the free version of avg, and updating it using the free updates available on the net, i would recommend you to switch to McAfee antivirus and the try to block access using its setup. thanks!
