I don't know if I would say there are people who are particularly symbolic, like a prophet of the such, but there are people who can be considered icons, and were instumental in the creation of Wicca.
Gerald Gardner - creator of Wicca
Patricia Crowther - Gardner's first high priestess
Aleister Crowley - person who helped with the creation of the origina wiccan rituals
Alex Sanders - one of the most well known, creator of the alexandrian tradition.
Doreen Valiente - second high priestess, writer of the Charge of the Goddess and the Wiccan rede
Janet and Stuart Farrar - Noted Wiccan authors
Scott Cunningham - Noted Wiccan author
Raymond Buckland - Vice President of Llewellyn Publications, Student of Gardner, responsable for bringing Wicca to the United States.

Usually, we align with a particular pantheon and there are "icons" in each of these that speak to the individual. You would identify with a particular god or goddess -- like a patron saint. Hope this helps---Blessings!
