Go to your local SPAR or animal shelter, or the pound. You would be rescuing an animal from certain death.

First off I do NOT recommend buying a dog for your brother. Tell him you'll pay for one that he selects but do not pick one for him and give it to him as a gift. That would be like someone selecting your children for you...owning and caring for a dog is a personal thing and should be left to the person who is going to take care of it. Too many people buy dogs/puppies for others and the received doesn't fall heads over heels for it and than we end up with returned dogs, strays, neglected/abused dogs.
If you want something to present him on his birthday go out and buy him a stuffed dog, include a homemade certificate saying you'll pay for the dog he wants once he selects one...and you're good to go.

They always have plenty of dogs available, but even if they don't have the specific breed you are looking for, you could try to find a mix or sometimes, some of the dogs listed can be shipped.

as already said.. http://www.petfinder.com they will most likely have animals from your local rescues or humane societies.. (saves you some time on the trip.. you can go in already knowing which dogs you wish to look at)

i would go to the local animal shelter! there are always animals there that need a good home! or go to Petfinder.com and register to look at pets in your area (i'm not sure of the registration process for the site).
