Most states have a web form you can use to look up licensed engineers. You will need his name or his license number. Here is a list of the states licensing boards:

It is a crime for someone to claim that they are a professional engineer while offering you a service when they are not. Similar to claiming you are a doctor when you aren't.

Not knowing physics like you do is no bar to being a structural engineer. You need to check with the State licensing authority to find out if he has a license and has been keeping out with course requirements (if any). However, you may run into resistance unless your request is based on work that he has done for you.

very easy. You can call your state board of professional technical registration and give them his full name and they will look him up for you. Or you can go online and do the same query.

If he is passing himself off as a professional structural engineer and is not, you can report him to your state board and they will take action against him. It is a crime of fraud for anyone to call themselves a professional engineer and attempt to practice in that capacity when they are not.

being licenced in structural engineering is different than being licenced in engineering. You have to be licenced in civil eng. first to take the structural test.
