What would you do if you had a dirty roommate who constantly leaves the every appliance running(=BIG light bills) and leaves the door wide open? Not just what you would want to do, but what would you really do?

I had a similar problem & confronted them with.....
"we need to talk about the bills & some other things."
I made a nice dinner & we discussed it over dinner.
Maybe you can do the same. Sit down & say....look, I think maybe our utility bill is too high because things are being left on & open. Maybe we should both do better to check ourselves better & close doors & turn lights off when we're not in a room for more than 5 minutes. maybe if you put it that way, it won't sound so harsh like you're coming at them so hard. Even if you are, they won't be so angry or on the defensive & hopefully they'll co-operate instead of getting spiteful or something.
good luck. it worked for me.

How have you approached it so far?

I'd try a frank, sit-down discussion, first, if you haven't already done it.

"These utility bills are stretching my budget. I really need your help to keep them in line. I'd like you to turn off lights when you leave the room and keep the door closed to keep the air in. Can you do that for me? Is there anything that I can do to help you with that?

Let's see how we do with next month's bills."

I would YELL at them whenever I catch them doing it and bang on their door each time they leave the door wide open.

Finally, I would kick them out.

I would talk to my roomate in a way that wasn't an attack. Kind of tell them that the bill was so much this month and we should both trying and be conscious of how much electricity we use. (this way you make it seem like you both need to watch what you are doing instead of just your roomate)

Have a very friendly, frank and matter-o'-fact chat, at a well chosen time in amiable settings and persuade the friend, roomie, to reasonable thinking and habits and manners!
