Why do guys wait on a sign from a girl to say that they are in-love?

Most guys are very insecure, and have been burned several times by mean and heartless females. So before a guy gets to the big in-love part, he wants to be fairly sure that she likes him and all.

Guys don't like rejection any more than girls do.
The 'sign` need not be too overt,
just enough to get him moving.
If he's not interested nobodys embarassed.
