If a column shifter, look on column near brake pedal. Its a switch that moves when you move gear selector. I had a Cougar and had to replace.

If you have a column shift, I think it is located along with the shift linkage under the hood. If you find it, then just jumper the two wires together and it will start in any gear.

i run demolition derbies and what i do is i do away with the column shifter then i cut a hole in the floor board where yoke is big enough for a bar to be shifter or piece of threaded rod this should help you it works for me

its probably in your shift lincage take it off
