I have "trained" my puppy to come when I snap by giving her treats when she does so. Now if I call her and she doesn't see a treat, she won't come.

You obviously did not use the treats long enough. Or maybe your dog is just deaf.

Then the environment that you're working in is too distracting for the pup. Take her back to the 'boring' place where you started training her (pick up all toys etc so she has nothing else going on in the room but you) and practice again, and be sure to reward every time that she comes. But, just don't lure her with the treat. Keep it out of sight and say "Yes!" (or click) and then treat. Saying "Yes!" (or clicking) every single time that she looks at you, and then comes towards you when she is learning the behavior, is key. She'll recognise soon that every time she hears the "Yes!" or the click, that a treat is coming. No need to wave a treat around.

The puppy is now training you.
Treats are fine, but your puppy needs to know that you're the boss.
(Preferably before it grows any larger.)
Start some "Come" training by leash.
Let the pup roam a bit,
give the command,
and pull in the leash.
Then praise.
(Rinse & repeat as needed.)

start breaking the treats into smaller pieces, then after a while, she will come without a treat

one way would be to make that motion when she is coming towards you whether you called her or not, that will help her associate moving toward you with that motion without having to force her to do anything

hi i'm cassie b. first close your hand then make a calling noise if that dose not work you can read a book on dog
