My answer would be Miniature Pinscher because I own 4. They are my best friends and they love me no matter what I do. I wouldn't recommend this breed unless you really want an out going and rambunctious dog. It is better to start with a puppy, because it makes training so much easier. I also like Pugs and Chihuahuas, but they aren't what I was wanting. I got my Miniature Pinschers because I walk everyday and they have the energy to keep me company. I have 2 adults and 2 puppies. I walk with the adults and the puppies are in training. Have no need to rush them, besides they still have 1 more set of shots to get. If started early, I believe any small breed can be trained with good behavior and with that it helps keep the bad behavior at bay. I think it should really be your decision if you are trying to decide which one to get.

chihuahua because -Chihuahuas are popular for some major, fantastic reasons. A Chihuahua body may be small, but the heart and mind are as big as that of any dog. They can be terrific friends.
Chihuahuas bark like other dogs, but the volume is less in tiny dogs than in larger ones. You are less likely to get sued over a dog bite, though that doesn’t mean you should be careless. Tiny dogs do much less damage to human possessions by chewing, though of course the dog could still get hurt from chewing the wrong things.
Tiny dogs are allowed in a lot of places if you carry the dog in your arms or a carrier. This does not extend to places where health codes prohibit animals, such as grocery stores and restaurants, and it’s up to a proprietor of any building to grant you permission or not—bringing your tiny dog in is not a right. Still, you get a whole lot more access with a teeny dog, which is why so many people are able to travel with their Chihuahuas.
Chihuahuas do not require professional grooming, and that includes the long-coated ones. A good comb and a few minutes a day will take great care of that coat, and the long-coated dog will have less difficulty staying warm.
For older people, people with health problems, and people who work or travel a lot; the Chihuahua is a breed others are likely to be willing to tend for you. This breed has been selectively bred for companionship, a job of great importance to humankind that the Chihuahua does wonderfully.

I like Pugs best because they are more likely to be friendly than the other two breeds. I've known some really great Chihuahuas, but I've known just as many nasty ones. And a friendly Min Pin is a rare dog indeed. Most of the ones I've known bite even their owners.
However, I think Pugs are more likely to have medical problems, as are all brachcephalic (flat faced) breeds.

Miniature Pinscher - because I believe that they have less genectic and other health problems than the other two breeds.
But as with any breed do your research on both the breed and the breeder.

You asked for an opinion...you got it. :) First have had friends with chihuahuas that were all yappy, biting little things. Second I think pugs are extremely annoying and ugly, but if you like them go for it. I know plenty of people who have them and have no complaints. Personally I would go with the Miniature Pinscher. I think they are very cute and am hoping to own one someday. I also have a coworker with one and she says that it's very friendly with animals and people of all ages. Of course keep in mind that all dogs have personalities and may not follow the guidelines we set for them.
