woo, you folks are touchy!
Driving... I have seen people who can talk on cellphones just fine while driving. I do it myself... but not in traffic. I spend a lot of time driving when few people are on the road, and no, I don't go through red lights, swerve awfully, etc. I do think that the person I saw trying to put on mascara while driving was going too far, though.
One should not be on a cell phone in any place where quiet and respect would dictate you should not be talking to someone who was right there. If it's ok to talk to other people, it's ok to be on the phone. So I don't care about checkout lines, restaurants, etc. What *is* a problem is that people don't know how to have conversations, whether on the phone or in person, that are appropriate for public situations and are spoken just loudly enough for the people they're with to hear them. Like... the conversation in a restaurant about some nasty evil gossip ... which I did NOT want to hear while I was eating in the next booth, and which I couldn't NOT hear since it was being had in a Public Broadcast voice. No cell phone involved.

I don't have one, so I don't have an inappropriate time to use mine.
HOWEVER. I would say for the hundreds of people I see who DO have one, that it's inappropriate to use it:
1. On public transportation unless you speak softly enough that others cannot hear your conversation.
2. While driving. Period. No ifs ands or buts. I've watched SO many people almost cause accidents because of talking away on their cellphones it's not even funny. And if you're one of them, and you end up hurting one of my friends or family because of your stupidity, I WILL take your cellphone and shove it up your backside so far they will never get it out. Just so you know.
3. In restaurants. Go outside. We don't care what you have to say, and we don't want to hear it.
4. Movie theaters. Same thing. Shut up.
5. Grocery store or any store lines, or ANY lines anywhere. Again, we are NOT IMPRESSED. Shut up.
6. When someone is talking to you face to face. You don't stop to answer your cellphone, this is about as rude as it gets. Unless of course at the BEGINNING of the conversation with the face to face person you inform them that you are waiting for a VERY important call that just cannot wait, and you will have to answer it when it comes in. That way the face to face person can decide whether or not to continue on and have a conversation with you, or put it off til later. It's called consideration and MANNERS.
7. In a doctor's office, dentist's office, or anyplace like that. Just shut up or take it outside.

On Easter Sunday this lady had the audacity to talk on her cell phone during the homily and she was sitting in the second pew!
-Funerals
-Movie Theatres
-in waiting rooms .ie. small doctors office...I was at my doc's the other day and this lady kept on telling the person she was talking to on the phone that she had a cute purple outfit that was XXX size and that it would fit the person she was talking to on the phone better than her b/c she was smaller. They went back and forth on that same subject for like 10 minutes and not to be mean but she was a big person as well. I don't want to hear that nor visualize crap like that! eeww!

Its inappropriate in all 3 cases, especially in driving, because you MUST pay total attention to your driving, you could kill yourself by sailing thru a red light: I have seen it happen! I could not care less about a check out line but I can see h ow it might bother other people, and it definitely does bother people in restaurants. Those are just matters of courtesy, but its real life & death in the case of driving, so just drive, make your calls from a parking lot or quickly while waiting at a red light and then end it when the light changes to green.

pretty much always in restaurants unless it is the kids calling
whilst driving is a no brainer.
not so with you on the check out lines as these can take forever, but I will stop when I get to it being my turn

This should go without saying, but church. A few weeks ago, a family hired a photographer for a baptism (yeah, they did, I can't believe the church even allowed it) and he took a call at the back of the sanctuary. It was disgusting.
