What is the difference between a Christian and a born-again Christian?

How does one tell?

Is this just differing layers of BS?

All Christians are "born again" when they are baptized, that is they are "born again of water and spirit" hence the term "born again."
However, this term "born again" has been co-opted by the Evangelical American Religious Right and essentially means that people who have "accepted Jesus Christ as their personal Lord and Savior." it is one way they differentiate themselves from people who "call" themselves Christian but really aren't saved, in the opinion of those who say they are saved.
A side note: being born again is not BS. The way it is used by the Christian Right is.

A So called Christian can be anyone that claims a believeth, But they have not the spirit of God or the Spirit of Truth which is the same thing. But a True Born Again Christian will possess the spirit of truth that will not leave that person Confussed. The fake one will have a thought, the real one will have a Experince.

A "Christian" can be anything. At least, that's what I've found in my experiences in the world. A born-again Christian is one who really believes in Jesus Christ as Lord and Savior. You can distinguish because the born-again Christian will model the character, although not perfectly, of Jesus Christ and possibly get miraculous answers to prayer.

Someone can profess to believe in Christ and call them self a Christian but a person who has received God's Holy Spirit is "born again" or born from above. Only those who are born again are true Christians.

John 3:3 Jesus answered and said unto him, Verily, verily, I say unto thee, Except a man be born again, he cannot see the kingdom of God. 4 Nicodemus saith unto him, How can a man be born when he is old? can he enter the second time into his mother's womb, and be born? 5 Jesus answered, Verily, verily, I say unto thee, Except a man be born of water and of the Spirit, he cannot enter into the kingdom of God. 6 That which is born of the flesh is flesh; and that which is born of the Spirit is spirit. 7 Marvel not that I said unto thee, Ye must be born again. 8 The wind bloweth where it listeth, and thou hearest the sound thereof, but canst not tell whence it cometh, and whither it goeth: so is every one that is born of the Spirit.

Romans 8:9 But ye are not in the flesh, but in the Spirit, if so be that the Spirit of God dwell in you. Now if any man have not the Spirit of Christ, he is none of his.

Much like Jehova's Witnesses, born agains, think only they will go to heaven because they are saved people.

Born again means they tried to be logical but it just didn't work for them.
