Read Proverbs when you are down or nervous about something or just kinda blah in general. Proverbs carries some very inspirational passages that are very useful for lifting your spirits and restoring faith.

The moment you have the Holy Spirit to help you discern it correctly. It is also supremely helpful above all the self help books and advise you could get from anyone. The book of Proverbs is filled with timeless and ageless facts and lessons of life and how to live successfully without much anxiety.

The answer lies in Proverbs itself .
Proverbs 2:4,5 says to keep seeking for it(wisdom) as if it were silver, and hid treasures .
Thus when is it an important time to search for treasure ?
I would say always.

Anytime.
Proverbs 3:5-10
5 Trust in the LORD with all your heart
and lean not on your own understanding;
6 in all your ways acknowledge him,
and he will make your paths straight.
7 Do not be wise in your own eyes;
fear the LORD and shun evil.
