I believe that area is East Harlem. That area is between East Harlem (aka Spanish Harlem) and the Upper East Side. I know they have a big Puerto Rican Day festival on 116th Street every year.

Most of Manhattan is undergoing some gentrification. That is technically part of Harlem, but it's not the image you conjure up in your mind. It's Spanish Harlem as well. The neighborhood is becoming increasingly more racially/ethnically diverse as well.

No, I don't think it is as far north as Harlem goes.
I think it may still be an 'okay' area. I recommend that you see the area during the day and night. Take a bus up there and back day and night.
I think there are a few minor-celebrities, that live in the general area.

I would classify that as part of East Harlem.
But what does that really matter? Figure out if it's affordable, if it's safe, and if it's convenient...if yes, then after you can move in you can learn about the geography and the history.
