If you buy from a dealer, the dealer adds that to the price.
If from an individual, you pay the taxes.

If you purchase from a dealer the taxes are collected on the contract. If you purchase the car from a private party DMV will collect the taxes based on the purchase price, or you can do a statement of facts stating the unit is passing between family members and taxes won't be collected. Its a nice loop hole..lol

Each state is different. In Illinois you pay the taxes when you register the car. If you bought the car from the dealer, you register it that day and the taxes are usually rolled up in your loan. If you buy it from a private party, when you go to the DMV they will assess the taxes there.

In Calif., in addition to registration fees, you pay a sales tax. The dealer will collect the tax, or if from a private person the state will collect the tax upon registration.

So long as the paper work has been done properly - you owe taxes on any vehicle you own as of January 1st of that year. Call your County Clerk

Supposed to. But you could tell the BMV that it was on trade for something that doesnt have a title. Or tell them you recieved it as a gift. But I never told you that ;)
