My child was bitten all over.

I use store-brand Hydrocortisone Ointment and put it on the bites, brush it in with a small brush, or kind of scratch it on with my fingernails.
Hydrocortisone is the ingredient in nearly all name-brand anti-itch creams, lotions, and ointments.
I also take an antihistamine like Benadryl (if I want to sleep)
or Claritin (store brand or generic is fine) if I need to stay awake, but you'd need to check the dosage for a child.
Children's Tylenol/Allergy syrup is just benadryl mixed with tylenol. Read the labels. But always make sure to use bug spray in the early morning and around sunset/early evening outside, because mosquito bites are misery.

With all of the expensive stuff in the store, this stops my itching almost immediately. Slightly wet a bar of Ivory soap, rub it on the bites (it will be like a paste) and leave it there to dry. Is far as I'm concerned this works the best.
