It's where the camera seems like it's on speed. That probably makes sense to no one, but it skips on a little fast and jerky... kind of in a freaky way. I have no way to describe it correctly, so I'll try to find a music video as an example. Thanks.

Skip to 2:40... when the mask crosses the screen a couple of seconds later, that's the best I can find to desrcribe it. I hope someone knows what I'm talking about! :] Thanks.

The technical name is stop motion. Usually done with taking one picture every minute or hour or day of something that moves only a little, like a plant growing.
If you have standard video, then what you do to get the effect is take out frames between the ones you want to show. To try the effect, cut a sample a minute long with some action (panning, following a car, etc.) and take out five frames every ten frames (like take out 6-10, 16-20, 26-30 ...) and see what it plays like. You can take out a few frames and leave in many or take out many and leave in few and make it even or uneven. Play around.
If you are starting with a camera, you need to have one that will take single frames and allow you to set the spacing, like 1 every 0.15 seconds.
