These fables are myths and false teachings that people follow instead of the truth. The verse before this one says "For the time will come when men will not put up with sound doctrine. Instead, to suit their own desires, they will gather around them a great number of teachers to say what their itching ears want to hear." We can identify them by lining them up with the Bible. If someone is teaching something contrary to the Word of God, it is not true.

Well you can clarify it a little by using different versions:
NIV: ...the time will come when men will not put up with sound doctrine. Instead, to suit their own desires, they will gather around them a great number of teachers to say what their itching ears want to hear. 4They will turn their ears away from the truth and turn aside to myths.
NLT: They will reject the truth and chase after myths.
Basically what it's saying is they'll go looking for what they want to hear, not the truth. Anything not the truth is manufactured by man, and thus, a myth or a fable.

The fables are the false teachings that are creeping into the church. Really, anything that is contradictory to the Bible. And, its so easy to happen. The only way to ensure that false teaching is not going on is to study the bible yourself so that you know whether or not the information coming from the pulpit lines up with God's word.

It's when people get flack for pointing out the two great commands of Jesus, Love your God and Love your neighbor. Piles of people get all buckled and start finding all manner of other things required of people to be saved. Since these additional requirements are believed by a privileged majority it is a certainty that they aren't followers of Christ because Jesus told us that few would find salvation and we would be hated and discouraged by the likes of the fundamentalist.
