As for meditating... what ever time of day that you can find the time and be alone for a little while. It is a personal thing. Contemplation can be an ongoing thing. I don't pray.

When you get up in the morning, before anything has started, and with prayer (Psalm 5). Then you meditate/contemplate on the Word throughout the day.

Definately during set times in the morning and the evening. you want to meditate/ pray/ contemplate usually to relax yourself and prepare yourself for the constant barage of information flying at you throughout the day. so in the morning before you leave for work is best for that. also it tends to be a good idea to do this at the end of the day before falling asleep giving you peace of mind for a healthy and good nights sleep.

Early morning. Just before bed. Any time during the day when you can find a quiet place and be off by yourself. A park can be good or the garden of a library. I've even meditated on a bus bench in Compton. No one bothers me because they think I'm talking to myself. I guess I am.

In the New Testament the Bible talks about "praying continually" which is a little confusing at first - it doesn't mean every single moment of every day - it just means being in a situation where you can talk to God at any point of the day - eg being in an attitude of prayer and perhaps "chatting" to God when things crop up rather than waiting until a specific time.

When your mind is at its most clear. This could be any time, but for most it's shortly after waking up. Personally I choose to just go blank on the train to my course, and it's working wonders. By going blank, I do mean being awake, but shutting out everything, including my mp3, which helps me. Provided you don't chant. I'd imagine you'd get some funny looks if you did.
um. Just to clarify, I am talking about meditation rather than prayer.

It is said dont meditate at night because Buddha avoided it due to bad spirits, Mara is higher active.
But consider, the only way to conquer a habit is to fight it head on, the way to win the job is go to the interview! When you feel weak, when you feel pushed, when you feel you are losing control. That is when to meditate, that is when your dedication and discipline are working and will be most effective. Buddha didnt become enlightened by wearing fancy dress, but by standing naked in front of the mirror constantly criticizing himself and doing something about it!

The Bible says to rise early in morning. We are to pray without ceasing. We are to meditate on the Bible when ever we read it. Think about it through out the day.

It's always a good idea to pray in the morning...it helps focus your mind on God and His will for your day. That is when I make sure I have uninterupted time to be with God. But there should never be a time when we aren't in prayer!!
