Since you already said that he/she is not related to you, then no, there is no relationship as far as "in the blood" goes.
If your cousin's cousin is adopted, thus making that person not really related to anyone "by blood," then that individual could be related to you both, by law, if that person was adopted by someone that you are related to.
If, though, you are speaking of a situation where your cousin's cousin is on the side of the either aunt or uncle that you are NOT related to, that would make you, well, unrelated to that person! (You would not be related to that individual under law, either, if that is what you meant by your question).
If, on the other hand, you are speaking of a situation where you cousin's cousin in on the side of either the aunt or uncle you ARE related to, then yes, you would be related to them by blood. But you already said you were not related to the individual, so this is really all moot. The adoption issue comes up again as a possibility, though! Then you would be related to them by law.

They are not your cousin - go ahead and marry them. But if you are having a party - heck, they are family enough to invite (especially if they are bringing good wine).
A second cousin is the child of your cousin. My husband's cousin's son is mu husband's second cousin. OUR son would be that child's THIRD cousin. In this family, we have two generations wherein 3 men who were already first cousins, married women who were sisters. So they are cousins AND brother-in-law. Believe me, the priest involved sorted is all out before anybody said "I do!"

~Sorry mamianka, but you've got it wrong. The child of your cousin is your first cousin once removed. Your child and that child are second cousins. Your grandchild and your cousin's child are second cousins once removed. Your grandchild and your cousin's grandchild are third cousins, etc.
In answer to the question, I assume the cousin's cousin is related by marriage, in which case the cousin's cousin is not related to the asker by blood or, .in most jurisdictions, by law.
