THIS WILL NOT WORK! Condoms are safety tested and inspected to make sure there are no defects or leaky spots. I don't know about the composition of saran wrap but it could contain microscopic holes that sperm could get through. There would also be issues with he way it fits and is attached to the penis.
All in all, THIS IS A TERRIBLE IDEA.

How does his partner feel about his. I sure would not want plastic wrap inside of me. The gas stations usually have condoms for less than $1.00. Collect pop bottles or something to save up for that HUGE expense. Maybe your friend should just continue to use his hands on himself. That is a more affordable solutions.
