I work with a guy who has outstanding warrants for sex crimes. He has managed to avoid the police for quite a while now. I asked him what he would do if he got pulled over while driving. He said he would tell the officer that he doesn't have his Drivers License with him & then he would use the identity of a friend (as far as giving a social security number & DOB etc) He drives his friend's car which has valid insurance papers under the friend's name. Is it this easy for a wanted criminal to fool the police? Does anyone know?

Added Details:
I called the Dallas police dept. & told them where he works. They said they have limited manpower so unless it was an emergency they couldn't come get him. The reason I am asking this question is because:
I am thinking about calling the police & reporting a suspicious driver when I see him on the way to work. I am hoping that may be the key to getting a response from the police.

Sounds like you are a meddler. Why trump up a situation where he gets arrested just to satisfy your irritability?

If the police don't want to exercise the warrants, the warrants may be just in your mind, or maybe you are just angy because you have a personal grudge against him.

If you make a false police report -- meaning telling them that you think he's suspicious just because you want the police to stop him -- then you might suffer legal consequences. That's the way the law works.

It might be enough to get him arrested -- so, is achieving that goal important enough for you to possibly be fined for your conduct? Up to you.

Call the Dallas County Constables office in your area. Or even the DCSD (Sheriff) This creep needs to be taken off the street.

If the police are too busy, call the mayor. If that does not work, call the District Attorney.
