If you fly Internationally, you usually can't bring plants past customs or into the country. If you are on a Domestic Flight, depending on your country, different rules apply.
The reason you can't bring plants in many cases is what they are used for, example: The Hooblah that goes around Today, and if they got to the environment, some plants can do pretty destructive things, and what if there were insects in the plant?
To stay safe, I wouldn't attempt at bringing plants on an airplane at all.
If you really need to bring a plant into the country (for some unknown reason) check the airport website, the one you are arriving at and check the customs regulations.
If you somehow manage to get the plant to customs, declare you are carrying the plant, by going through the red channel. Failure to do so can get you in trouble!

You MUST declare such things to customs, they will soon let you know if you can take it with you or not. If just travelling from one state to another, perhaps it will be allowed, but certainly not international.
