Both but the subject matter will determine how much each person can do. Parents are kids' first teachers. Teachers can teach the skills/concepts, but parents have to reinforce at home, and they have to show their kids that school is important (if the parent doesn't care, why should the child?).
I had 2 students start at the same below-grade-level point this past school year. At the end of the year, the child whose mother helped and read with him EVERYDAY was in my top 3, while the child that went to daycare before and afterschool and rarely saw mom was still well below grade-level even though as the year progressed, I gave him more attention and the other child less. Teachers only have the kids for 6-8 hours a day, and that includes lunch, recess, special areas, and transition times. That's really not that much instructional time.
I always tell parents of successful kids that we wouldn't have had the same results if I'd been working alone...involved, dedicated parents can really make the difference.

The teacher should do the main teaching, but it is also the responsibility of the parent to help, since the child has special needs.

Once they reach school age parents and teachers should be working together. Before they reach school age PARENTS should be teaching their children. Parents are the first and most important teachers of a child's life.

The teacher and the special ed department should work with the child. The give you pointers on how to work with a child with special needs. I should know I have 3 boys all with special needs, the school sends home IEP goals the school is working on and ask if I can help at home also.

In any case whether your child has special needs or not teaching should be done in the home first. I think far too many parents rely solely on the school system to teach their children things.

Ultimately it is the parent's responsibility to teach the child. But we all don't know how to teach well. Teachers are like consultants. Most teachers know better how to teach children so they can learn. So we employ teachers either by our tax dollars, or own money if we choose private school to teach children how to add, subtract, social studies, science, etc.

It is our responsiblity to make sure our children are in the best school, with the best teacher for them. It is also our responsibility to know what is going on in the classroom, what is going on in the school, to help with homework, to make sure our children are ready to learn by getting them enough sleep and enough food, and by getting them to school everyday.

If your question is your best writing, let the teachers do all of it. The only thing worse than parents who don't teach their children anything are the ones who teach them incorrect facts and model bad language and poor grammar.

Teach your child the names of everything in your house and 8 or so major colors. I have a friend whose kindergarten class (regular) included a girl who didn't know where to go when the teacher said, "Go to the sink."

Both, preferably. A special education teacher can only do so much and pay so much individual attention to eah child, just like a teacher for kids without disabilities. Parents still should help them with their homework and pay attention to their study habits and help promote good work ethic.

Both. The teacher does during school hours. Parents help with reading nightly and take home assignments.

For children in general, it should start at the home.
I know the local pre-school and kindergarten teachers. They are amazed that they have children that don't even know their alphabets while other children (that do better) worked on it at home long before they even started school.

As they get older, it is team work between the parent and the teacher.
